Zoro. When One Piece was first being dubbed, it was being done by 4Kids, and they changed his name to Zolo, presumably to avoid copyright issues with "Zorro."

When VIZ started translating the manga, they decided to stay consistent with the dub and changed his name to Zolo, too. However, 4Kids eventually lost ownership and Funimation started doing the dub, and changed his name back to Zoro.

VIZ's translator decided that they should keep his name as "Zolo" in order to stay consistent with the already published volumes.

As some may know, Japanese is a wacky language. If you've watched and Asian actors who learn English while doing English films the Japanese (and other Asian Languages) have trouble with the 'L' sound. From the explanation my Japanese teacher gave me a few years back, the closest sound the Japanese language has is somewhere between an 'R' and and 'L'. Unless someone literally asks the author of One Piece what Romanized (English) spelling he intended which, depend on his proficiency in English, will probably not truly answer the question you ask.

When most localizations of Japanese audio (dubbing) or text is done, a good portion of the time it's left to the translator to pick the best sound for this type of translation. For regular English words or phrases use in Japanese (i.e. Thank You!, which they write more like "San Kyuu") it's a no brainer. With Proper names though it gets really tricky.

So ultimately both are acceptable, but most people assume that in the case of Zolo/Zorro, the author was trying to name his character after the Spanish Mythical/Historical(depending on your beliefs) figure of the same name.
