I noticed that years ago, and I'm convinced that it's intentional. For it to be so consistant, I would have trouble believing that it's a coincidence. (The only exception I can think of is the all male team of Inoichi, Shikaku, and Chouza.) Plus, when people write series like this, they typically do try to have a specific male/female ratio of characters.

I believe your focusing to much on the leaf ninja what about the raikage and his guards at the summit or kisame and itachi do u think those would count r is it only three man cells?

I think that it shows that less women become ninjas and as a result they just want the teams to be balanced

I've noticed that too, I think it's intentional, and I can think of another all 3 man cell: the Third Hokage and the two others when they were hunting for Orochimaru after he left Konoha (before the main timeline of Naruto).
